I actually watched a video conspiracy theory on this exact thing just a couple of years ago . HAARP has been accused ( in that conspiracy theories ) of climatic changes , (apparently they were the cause of Katrina ... ) The geological disturbances , subliminal messages within human populations and so on . These people who deny the ability of HAARP have no idea , why argue something not even understand is just ridiculous . Pure stupidity .

The HAARP stuff is total BS. There is absolutely no proof that this atmospheric research station can have any effect on earth quakes.
The amount of energy released onto earth by EM radiation is a tiny, tiny, tiny fraction of the energy released onto earth by the freakin' sun.
There's also no proof that there's mental-function disrupting EM radiation. Otherwise the military would already be using this in combat.
It's all weird conspiracy theories without much data to back them up.
Fish and wild animals don't navigate via "energy fields". They sense the magnetic field of the earth. This is a stationary field and thus stands out pretty clear against the oscillating fields of EM radiation.
