QWhy is the Pacific Ocean so cold in Mexico in the winter?

My mother - in-law told me that the Pacific was freezing when he went to Peurto Vallarta in February.

I do not remember the exact scientific explanation but it has something to do with tidal patterns . In the Pacific , the tides come from the north , where the water and the weather is cooler . In the Atlantic , the water would have been warmer because the currents coming from the south , near Ecuador , where the climate is warmer . The Pacific is generally colder than the Atlantic . I can be wrong, but if I remember correctly , it should be fine .
